Next Generation Investigation System

Updated: Feb 14, 2023

Technologies are developing into more diverse and integrated systems. More computer software is used than ever in everything you see around you, making it appear both difficult to comprehend and, in some situations, harder to operate. [1] More opportunities exist for biases to be instilled and systematized in our technological systems than ever before because the government's way of monitoring people and information processing heavily relies on digital technologies and artificial intelligence. As a result, there is less human-to-human contact than ever before. Philippine National Police (PNP) Integrated the use of technology into the investigation process, which is why the E- Project was created. E- Project consists of the following; E-blotter, E-warrant, E-subpoena, and E-Rogue. This initiative of the PNP was also known as the Next generation investigation system.

The E- Project's main objectives are to institutionalize crime reporting, collect evidence systematically and have a quick fast, and reliable transmission of crime information. Personally, I asked the personnel that handles the E-project in our station, if I can observe while she is encoding information on the system and I have found out that with the help of this project, it can give ease to the PNP rather than accessing the traditional manual reporting of crime incidents. E-blotter, is the encoding of the entries of the traditional police blotter, so that police could create criminal intervention strategies by accessing data on the level of crime in every station online. E-warrant, is a system that will issue all arrest warrants online. They are recorded so that computers can access them. The e-warrant also gets rid of the trouble of sending a warrant to a specific police station through the snail mail system and jamming it. It is a nationwide database of warrant of arrest that can be used by the PNP on different stations to verify, properly respond to and quickly provide information about the person and to provide relevant information that will help law enforcement agencies.

E-subpoena, aims for the cost-effective delivery of subpoenas, and other court papers are sent to PNP sections. Since everything is done online, there will be no more delays, the cost of paper and courier is no longer an expense, and the records are readily available. (DIDM, 2012). and lastly, the E-rouge, is a gallery of wanted persons, giving each criminal record kept by the nation's police units accessible to police stations. The PNP e-Rouges Gallery allows access to a person's or an individual's records that are wanted for a crime in a single click, a police station in another place can instantly access the information or the history of a certain person. It is very useful also on the part of the application of police clearance, it can be used to validate if a certain person had a previous criminal history.

Next generation investigation system, is a very effective initiative of our organization to lessen human errors in the part of the investigation. It can also lessen the hassle of doing the investigation process traditionally and manually. With the use of this, E-Projects the criminal records are systematized and it enables the other police station can access criminal records in different locations and to disclose information to the concerned law enforcement agencies. It also addresses the common problems that every station experiences, due to a long time of storing, if they are going to look for a previous record, some of the information is lost, while using the E-Projects, the data, and records are permanent and can't be altered. Technology took a great role in accomplishing the main objectives of law enforcers.
